St. James was beheaded by Herod (Acts 12:2). He was the brother of St. John and was present at the Transfiguration. It is understood that he was very close to Jesus. The three scallop shells symbolize travel as he traveled to Spain to convert the Spanish people. He is the military patron saint of Spain.
